This dissertation examines the canoe project in Timaru and South Canterbury. In particular it focusses on aspects of organization, users and future prospects. The project is unique in New Zealand and offers a wide range of benefits to users,
some of which are detailed in section 5. Consequently, an understanding is sought of who the users are, and the costs involved in providing such a project. Historical influences are examined in order to place the
present situation in perspective and an analysis made of the project's current organization.
