Abstract
The Auckland Regional Services Trust has recently lodged resource consent applications to develop a facility for the America's Cup to be raced in the year 2000. The applications apply to the Viaduct Basin on Auckland's central waterfront. It is hoped that following the America's Cup, the people of Auckland will be left with a vibrant harbour edge integrating the land and the sea in the "City of Sails". Submissions regarding consent applications have been lodged and hearings have taken place, but as yet there is no final result. The pending development of the Viaduct Basin represents a complex resource issue involving a multiplicity of affected parties and conflicting values. The limited time frame within which to complete the facility will seriously test the integrity of the Resource Management Act and provide a benchmark for the future cases.
