Abstract
This study is an analysis of how change occurs in the identity, ideology, structure and output of management over time, in one organisation. It is based on interview material obtained from present and past staff of the Christchurch City Council's Parks and Recreation Department, and councillors who have been concerned in the process of decision-making relevant to local parks and recreation issues. The use of interview material is based on the assumption that organisational change and output is a social and cultural process. The study details how historical, cultural, professional, political, structural, financial, legislative and economic influences have effected change and how they must be considered in combination for any 'whole' and effective analysis of organisational purpose, output and restructuring.
