Abstract
In spite of precautions, new pests and diseases of horticultural significance are being found in New Zealand almost every year. The purpose of this paper is to: 1. Summarise and examine current plant quarantine legislation and procedures in New Zealand. 2. Examine some of the entomological and botanical interceptions relevant to horticulture made by the PAS and some of the recent outbreaks of new horticultural pests in New Zealand. 3. Determine the effectiveness of quarantine precautions in preventing the establishment of new horticultural pests and diseases and whether the precautions could or should be improved.
