    Abstract
This dissertation seeks to identify the optimal organisational structure to deliver the full range of Property Management services across New Zealand Defence Force's (NZDF) property portfolio, resulting in the most favourable balanced outcome. This dissertation commences with an extensive Literature Review on the various types of property management organisational structures which culminates in a set of recommendations and a series of questions that will be explored further. Critical analysis is then conducted into the models used throughout the public sector for the provision of property related services. Based on a number of factors, like public organisations were identified that had similar portfolios to NZDF. Access to internal literature from the like organisations was gained and interviews were conducted with key property management personnel. Once information was gained further analysis was performed comparing and contrasting the information collated during the two research stages. This dissertation culminates in set of consolidated conclusions and a diagram which identifies at which level property management services should ideally sit within the wider NZDF, and also details the desired establishment, the associated organisational structure, geographical location, business model and the utilisation of third party contractors....
