    Abstract
    The present regulatory controls over urban development involve no form of quality control. This dissertation aims to explore the processes involved in creating urban spaces, and the result experienced by the pedestrian, and provides a case for urban quality control mechanisms. Illustration of the High Street precinct, Auckland will explore the possibilities of urban design input for providing quality environments for pedestrians.
