Abstract
The New Zealand government created a successful movie industry from scratch. This paper analyses factors that led to success. Literature on the New Zealand Film Commission were analysed in light of entrepreneurship and industrial development theory. Factors contributing to success included the fact that the industry built on pre-existing capabilities. Second, was the existence of other sources of competitive advantage. The nature of the Commission’s operations contributed including its tendency to be market driven. Changes within the industry also created opportunities. The industry also incurred many problems associated with government intervention.
