Abstract
The objectives of this report are: 1. To trace the development of environmental traditions governing human interaction with the environment . 2. To review contemporary approaches to environmental ethics that have a bearing on the development of meaning for the term intrinsic values. 3. To clarify the meaning and relevance of intrinsic values within this wider context of environmental ethics and to ascertain whether the term is supportable. 4. To show how the concept of intrinsic values, or an alternative concept, can be applied to natural and historical entities in such a way that the definitions will give strategic meaning to the concepts of conservation and preservation. 5. To suggest how the principles upholding the concepts could be applied at the operational level and to establish the role of government in the application of these principles.
