Shared Water Policy in New Caledonia: Feedback on a mechanism for policy co-construction and co-planning

Abstract

In March 2019, the government of New Caledonia approved the framework for the country’s first water management policy. Called the “Shared Water Policy” (PEP1), it is the result of a broad consultation involving approximately one in six hundred New Caledonians. This chapter presents a retrospective of the consultation mechanism put in place for the development of this policy. It focuses in particular on the process and the planning support tools used, partly inspired by the CoOPLAN mechanism.
