The first is the quantitative analysis of the impact of tourist flows to Akaroa on the town's water supply services and wastewater management services. The second is the quantitative analysis of the impact of tourist flows to Akaroa on the town's solid waste management services. The third component is the investigation of the way in which water supply, wastewater and solid waste systems are funded. This analysis investigates whether there are alternative funding systems that are more efficient, moderate demands, and are more equitable than present funding systems.
