The research aim is underpinned by three key objectives: • Research and establish the current situation on aircraft noise in the Milford Sound environment, the impact of this noise on visitors to the area, and the relationships between the key stakeholders responsible for the management of this natural resource. • Research one other jurisdiction to seek parallels and whole or partial solutions, or mitigation measures, which might be applicable to aircraft operations in Milford Sound and environs. • Develop possible measures suited to aircraft operations in Milford Sound and environs to mitigate the impact of aircraft noise. Milford Airport is located on the edge of Milford Sound, deep within the Fiordland National Park. The original airstrip at Milford Sound was constructed in the early 1950s on what was then leased Crown land. The airport is currently operated by the Ministry of Transport with the other principal stakeholders being the: • Department of Conservation (DoC) - responsible for the National Park • Queenstown/Milford User Group - aviation tourism operators • Civil Aviation Authority (CAA) aviation regulatory body • Airways Corporation of New Zealand Ltd - provider of a flight information service on a commercial basis. The current problem of aircraft noise in Milford Sound results almost entirely from the increase in tourism coupled with a lack of investment in infrastructure, capital equipment and forward planning.
