Many of the changes have affected the Primary sector, making a revision of the Technical Manual both timely and desirable. The Financial Budget Manual was updated for 1985 in line with an editorial decision to clearly separate the content of the Financial and Technical manuals. As a consequence, the majority of sections in the 1986 Technical Manual have been extensively revised and updated or, in some cases, completely rewritten.
