It required able-bodied people to play a sport under the same conditions or disabilities as people confined to a wheelchair. The programme was produced and implemented by a number of people from varying backgrounds and interests, There were no tried and true guidelines to follow in developing this programme. It was new ground for everyone associated with the project. Objectives were set and a structure and content formulated. The programme began in March 1985 and incremental changes were regularly made to improve it.
