Quail Island is situated in Lyttelton Harbour, and covers some 81 hectares. It has had a varied and interesting history, and has been popular for summer recreation for many years. In 1976 this was officially recognised when the island was gazetted as a Recreation Reserve. While this report was being prepared, the island was under consideration as the location for an outdoor education centre. This research study seeks to: (1) Investigate the natural and historical factors that have combined to create the island's present character. (2) Identify the requirements of the proposed and anticipated users of the island, for recreation, education and agriculture. (3) Analyse the opportunities and constraints that the natural and historic factors may present for future use of the island. (4) Propose development of the island's resources in such a way as to satisfy the requirements of the users, while retaining the existing character of the island, and to minimise conflicts between users and with the site itself. (5) Make detailed proposals on the provision for casual recreational use of the island.en
