dc.description.abstractWellington City, now and in the future, is facing the problem of housing, due to its rough terrain and the limits of Cook Strait. It is the one of the first cities in New Zealand where the demand for land is very high in the city and its environs. This demand is derived by the growth and population due to the availability of work. The newer council flats reflect the trend of higher density housing. This has its advantages, but also brings about the problem of people not being able to fully enjoy the environment. People enjoy playing, gardening and generally using the surrounding grounds. What is the relationship between economics and human pleasure? We are now at the beginning of a change and it is therefore essential that we plan correctly for the future. How far do we go in realising people’s desires, and how far will we be tied by finance?en
